pointing to the database record of that ballot). This process allows
for electronic tabulation while maintaining a paper-based audit
trail, should the need arise for a recount or review.
Recently, the NAACP conducted its Pennsylvania State Conference
election using VoteFiler. The election, which included 39 candidates
vying to fill the full slate of 25 statewide positions, went off
without a hitch. In addition, VoteFiler is expected to be used at a
major university to run upcoming university-related elections.

Computer News judges visited exhibitors’ booth on the opening day of

simplifies e-signature

Eighteen months since President Clinton signed a law making electronic
signatures as legally binding as their ink counterparts, the use of
electronic signatures remains rare.
Bill Stratigos, president of Comfidex Corp., thinks he knows why and
says he has a solution.
Digital signatures are too complicated and too expensive, Stratigos
contends. But offer people a simple, cheap way to submit signed documents
online, and they will use it.
That's what Stratigos says his company has done with FormFiler, a
product it introduced in December.
FormFiler creates an electronic form that the user - an applicant
for federal benefits, for example - fills out online. As the form
is being filled out, the FormFiler assigns it a "unique identifier,"
probably a bar code.
When the applicant is done, he prints out and signs the form; then
he faxes, e-mails (if the printed form is scanned, it can be e-mailed)
or mails it to the agency.
Meanwhile, at the agency, all of the information from the form is
stored in an electronic file tagged with the bar code. When the signature
arrives, it is matched with the electronic file.
The advantage to the agency is that an employee does not have to key
the information into the agency's system, cutting processing costs
from about 50 cents per form to as little as 6 cents, Stratigos claims.
The advantage to applicants is that they can transact business with
agencies from any computer through a relatively simple process without
having to have a digital signature.
Digital signatures cost at least $15 a year, require holders to give
personal information to the digital signature issuer and tie the user
to the computer the signatures are installed in, Stratigos said. "If
I'm John Q. Public and I want to do seven or eight transactions a
year with the government," digital signatures are too cumbersome.
"We felt the simpler the solution, the more likely it is to gain widespread
acceptance by the general public," he said. "This process is simple.
It's not rocket science, but it works."
However, Charles Kolodgy, an Internet security analyst for IDC, said
there are even simpler methods of sending signed documents via the
Internet without using digital signatures.
The Internal Revenue Service, for example, has made it possible to
file completed tax returns fully electronically. The IRS system uses
an encrypted password as a digital signature, and there is no need
for additional mail, e-mail or faxes, he said.

Emerging for Mail Alternatives in Wake of Recent Events
Research
finds renewed interest in electronic transactions
New York City, January 14, 2002 - A new study prepared for
Comfidex Corp. by Strategy Analytics, the high technology consulting
and market research firm, reports that new markets are opening in
a number of industry sectors as a result of the recent biochemical
contamination of physical mail. The study forecasts that electronic
alternatives to traditional physical mailing methods may offer compelling
business benefits as well as increased security in the following industries:
banking, insurance, brokerage/financial services, government, education,
and health care.
"We concluded that many organizations in the public and private sectors
are re-examining work processes that depend on physical mail to complete
transactions," said Tom Elliott, vice president of North American
Consulting for Strategy Analytics. "Our study points out that the
Internet is ideal for such information-based transactions as loan
origination, insurance claims, tax filings, and license renewals.
But there aren't many organizations taking advantage of this for a
variety of reasons, perhaps chief of which is that there aren't many
products in the marketplace that allow them to do so easily."
Although using the Internet saves time, reduces data entry errors
and cuts costs, many organizations have been slow to embrace electronic
transactions because a so-called "wet-ink signature" - ink on paper
- and/or supporting documentation that cannot be sent electronically
is often required. Yet with an estimated 3.5 billion forms being generated
annually by just the six industry sectors listed above, many transactions
that could otherwise be handled entirely electronically are still
going through the mail. This is where Strategy Analytics sees potential
for new business solutions.
The study prepared in the latter part of December revisited data accumulated
by the research firm in the third quarter of 2000. That work was undertaken
to identify the market opportunity for FormFilerTM, a software
product from Comfidex that facilitates on-line transactions by allowing
the end-user to submit information over the Internet. According to
the newer study, "Since the possibility of biological contamination
of physical mail has entered our consciousness, there are signs that
organizations are even more interested in electronic alternatives
and this has caused us to revise revenue estimates upwards."
Those revisions include a 113 percent increase in total revenue projections
for the six industry sectors cited in the study for the year 2002.
According to Elliott, some of the evidence of concern that led to
this revision are:

The
US Patent and Trademark Office is encouraging customers to correspond
via fax and to use its Electronic Patent Filing System for new
applications.

A
regional chain of outpatient surgery centers in St. Louis has
started to require all its branches to submit documents like contracts
and leases electronically.

Saks,
Inc. has indicated that over 2,000 customers a week have visited
its Web site to apply for electronic billing.

The
Gartner Group, well-known consultants to corporate and government
users of information technology, has advised its clients that
"...the recent cases of anthrax sent by mail should lead enterprises
to accelerate their efforts to send documents electronically rather
than by post. Enterprises should use distributed-output-management
technology to deliver hard-copy documents electronically (via
fax or e-mail) to customers and partners."
"This
new study confirms the growing market opportunities for alternative
solutions to physical mail such as FormFiler," says Bill Stratigos,
president and chief operating officer of Comfidex. "We have long believed
that the economic benefits of electronic transaction management would
cause organizations to adopt products like FormFiler, and that was
borne out by the study in 2000. The events of the fall of 2001 have
raised the level of sensitivity among US organizations to the point
where such solutions will be much more attractive in the near term."
In recent years, a number of electronic signature formats have been
proposed as alternatives to wet-ink signatures, including smart cards,
biometric tokens like fingerprints or retinal scans, and digital certificates.
But as Elliott notes, "The big problem with most electronic signature
solutions is that they require too much from the end user: you have
to install digital certificate software or a fingerprint scanner or
a signature capture pad. Who wants to go to that much trouble for
something like applying for a home equity loan, that you probably
don't do all that often?"
In contrast, one of the advantages of the FormFiler solution is that
it requires an end-user to have only Internet access and Adobe Acrobat
Reader, a free and easily downloadable program that is useful for
many other applications besides FormFiler. The product also allows
information to be directly transported between business and end-user,
keeping the privacy of personal information preserved between client
and company. In light of current events, one of the most attractive
features of FormFiler is that completed transaction forms can be submitted
by fax, rather than by mail. This is obviously advantageous to the
sponsoring organization, because it reduces dependence on the mailroom,
which is increasingly an area of concern and perceived vulnerability.

signature-intensive businesses set up Web-based forms
for capturing data and then obtaining signatures without
using traditional mail.

With so many companies looking for alternatives to snail mail in the
wake of Sept. 11 and the anthrax threat, vendors have been flooding
the market with electronic alternatives. Now Unisys Corp. has begun
reselling one for companies that aren't ready to dive into the realm
of entirely digitized transactions. Unisys' offering is called FormFiler,
a product developed by Comfidex Corp., a small, New York E-business
software firm.
Targeted toward financial-services firms, insurance companies, government
agencies, and other industries that still depend on obtaining customers'
pen-on-paper signatures, it works like this: The end user logs on
to a company's Web site and fills out a Web-based data-collection
form. That data is then used to create a PDF file of the form to be
filed, marked with a unique identifier, and the PDF immediately is
delivered to the end user's browser so it can be printed, signed,
and faxed or scanned and E-mailed back. The unique identifier then
can be used to match that form with additional data and complete the
transaction. The result: greatly reduced data entry requirements for
the company, and no need for users to purchase software.
Tim Girone, director of business development and program management
for Unisys' global industries workflow and imaging program, says FormFiler
should enable Unisys customers to achieve a 90% reduction in the cost
of data entry and capture. Girone says Unisys has seen a lot of demand
for products that move mail-based transactions online since Sept.
11. The company has had a reseller agreement with Comfidex since early
last year, but has only made FormFiler a priority since demand heated
up after the attacks. It conducted a Webcast with sales teams last
month and turned them loose in the last couple of weeks. "The time
is here for this," says Girone.
Hurwitz Group analyst Pete Lindstrom says there's incremental value
in offering such an alternative for companies looking for a stopgap
measure. "This is great for folks who are still too hesitant," says
Lindstrom. He says the real value isn't so much in the ability to
use digital means to obtain written signatures, but rather in the
product's approach to automating the collection of data.

which require manual data entry on the part of the business, FormFiler
uses Internet-based forms to capture customer data and submit it to
the organization's web server. The web server then generates a unique
identifier and inserts that identifier along with the captured data
into a PDF form that is sent back to the end user's PC. The end user
then prints, signs, and faxes/mails (or scans and e-mails) the form
to the business. Upon receipt of the form, the processor can use the
unique identifier (typically a standard bar code) to automatically
retrieve the data that the customer submitted via the Internet and
use it to complete the transaction.
