Comfidex Announces VoteFiler 1.5 – A Better Voting Solution for Government and Private Elections

Enhanced Flexibility and Features Expand Unique Electronic Voting Solution to Non-Government Organizations

New York, NY March 22, 2006 – Comfidex announced today significant enhancements to VoteFiler™ (http://www.votefiler.com), its award-winning voting solution built on patented technology that combines the time-tested security and reliability of paper ballots with the speed and accuracy of electronic tabulation. In addition to providing added security features and greater functionality for VoteFiler’s government election voting solution, VoteFiler 1.5 is now optimized for use by virtually all mid- to large-size organizations conducting elections, such as associations, unions, universities and property management firms.

“While we remain focused on providing a better government voting solution for the nation’s voters, the more we share VoteFiler and its capabilities with private organizations the greater the interest in refining the solution to serve their needs as well,” said Bill Stratigos, president of Comfidex.

VoteFiler 1.5 provides organizations with a system that allows its voters to securely create verifiable paper ballots on standard PC’s and printers. Once a voter's unique, though anonymous, ballot is created, s/he brings it to a polling station on election day where an election official scans only its barcode (an encrypted ID pointing to the database record of that ballot). This process allows for electronic tabulation while maintaining a paper-based audit trail, should the need arise for a recount or review.

Recently, the NAACP conducted its Pennsylvania State Conference election using VoteFiler. The election, which included 39 candidates vying to fill the full slate of 25 statewide positions, went off without a hitch. In addition, VoteFiler is expected to be used at a major university to run upcoming university-related elections.

“We’ve found that the same cost, reliability, speed and security issues VoteFiler addresses for government elections are similarly important in the private sector,” added Stratigos. “We’re looking forward to working with these organizations to help them realize the uniquely superior benefits VoteFiler provides.”

About VoteFiler™
VoteFiler is a new, award-winning voting solution built on patented technology that combines the time-tested security and reliability of paper ballots with the speed and accuracy of electronic tabulation. VoteFiler allows voters to securely create anonymous--though verifiable--paper ballots on standard PC's and printers. Once a ballot is printed, the voter brings it to a polling station, where its barcode is scanned, allowing for electronic tabulation. VoteFiler was designed to directly address the vote tabulation concerns raised in the 2000 and 2004 U.S. elections, including ballot security and accuracy, voter privacy and accessibility, as well as system cost, speed and integrity.

Pennsylvania State Conference of NAACP Branches Votes For VoteFiler™ By Comfidex

Unique New Voting Solution Successfully Used by the NAACP for the 71st Annual Pennsylvania State Conference Election

Harrisburg, Pa, November, 15, 2005 – Comfidex Corp announced today that the Pennsylvania State Conference of the NAACP Branches recently conducted its State Conference election using VoteFiler™, a new, award-winning voting solution built on patented technology that combines the security and reliability of paper ballots with the speed and accuracy of electronic tabulation. The election, which included 39 candidates vying to fill the full slate of 25 statewide positions, went off without a hitch.

“This election process clearly surpassed anything we have done in the past,” said Mr. Thomas A. Smith, Jr., newly elected President of the Pennsylvania State Conference of NAACP Branches and Ms. Linda Renick, Chairperson Election Supervisory Committee. “We were absolutely impressed with the speed, accuracy and ease of use of the VoteFiler solution. We had results instantaneously, rather than the full day it usually takes, and the voting process was simple and straight-forward.”

VoteFiler uses creative design and barcode technology to securely create anonymous, though verifiable, paper ballots that are printed by voters and then scanned and tabulated by election officials. VoteFiler is designed for use in public and non-government elections.

“We appreciate the Pennsylvania State Conference of NAACP Branches’ vote of confidence and are very pleased with VoteFiler’s performance during their election,” said Bill Stratigos, President of Comfidex. “This election showed that VoteFiler is an effective voting solution for non-governmental organizations and is a strong indicator of VoteFiler’s viability for wide-scale use in public elections in the very near future.”

The agreement allows SunGard to resell Comfidex’s patented FormFiler technology to its clients and to provide them with all related integration services. FormFiler, which is covered under U.S. Patent Nos. 6,189,009, 6,725,220, and foreign patents issued and pending, enables organizations that conduct high-volume, online transaction processing to minimize the cost of creating and processing Internet-based forms.

“We’re pleased to enter into this agreement with Comfidex,” said Brett Forbus, Senior Vice President of Business Development at SunGard. “The integration of Comfidex’s FormFiler technology enhances our customers’ ability to better process crucial business information requiring ink signatures.”

SunGard will integrate FormFiler into SunGard’s PowerImage AG enterprise level, Web-based business processing application. PowerImage AG allows customers to centrally manage complicated, multi-level business processes, capture information, track productivity, reduce errors, and simplify workflow. Comfidex’s FormFiler allows companies to electronically combine Internet-submitted, computer-readable data with original source documents, thus eliminating the costs associated with manual data entry and ICR data capture. This helps organizations implement e-business strategies that meet their forms-processing needs while not requiring their end users to purchase or have any special hardware, software, or technical savvy.

“We’re very pleased that SunGard has chosen to integrate FormFiler into their business process management solution,” said Bill Stratigos, President and Co-Founder of Comfidex. “FormFiler’s unique on-line form management and authorization capabilities nicely complement SunGard’s well known business process management solutions, providing a winning combination for SunGard customers.”

Comfidex Introduces New Voting System That Combines the Benefits of Electronic Voting with the Security of a Paper Trail

“VoteFiler™” Uniquely Addresses Voting and Vote Tabulation Concerns Raised Following the 2000 and 2004 U.S. Elections

Washington, DC, April 5, 2005 [FOSE Booth #1439] – The last two U.S. Presidential election cycles uncovered significant, systemic problems plaguing the nation’s antiquated voting systems. This has led to loud demands from public officials, citizens and the media for improved voting technology and better vote tabulation methods. Despite this significant outcry, surprisingly few realistic solutions have surfaced.

Today Comfidex Corp., an established vendor in the electronic forms processing and validation space, is addressing the issue with the introduction of a new voting solution called “VoteFiler.” VoteFiler is a voting system built on patented technology that combines the benefits of electronic voting with the security and ability to audit that only comes from a clear paper trail. Through creative design and the use of advanced bar-code technology, VoteFiler allows individuals to securely create anonymous, though verifiable, paper ballots that are then scanned and tabulated on Election Day.

Comfidex is unveiling VoteFiler today at a 3:00 PM press conference at FOSE 2005 at the Washington Convention Center in Washington, D.C.

“VoteFiler uniquely addresses the procedural and technical voting issues that have caused such frustration and concern in recent elections, and it does so in an evolutionary, cost-effective manner,” said Bill Stratigos, president and COO of Comfidex. “By using innovative design, off-the-shelf hardware and our patented technology, VoteFiler is designed to complement existing voting systems and provide an inexpensive and secure voting process.”

VoteFiler’s key attributes include:

  • Voter authentication and security – VoteFiler has the ultimate back up. It creates a verifiable paper trail.
  • Evolutionary, transitional voting solution -- VoteFiler is designed to initially work side-by-side with existing voting systems.
  • Speed – While voters who have used VoteFiler to create their ballots will still have to go to the polls on Election Day, they will not have to stand in long lines for traditional voting machines. VoteFiler enables express lanes for voting.
  • Cost -- VoteFiler does not require any expensive, proprietary voting machines. Any off-the-shelf hardware can be used. Only a standard Internet browser is required.
  • Ease of use – No hanging chads or confusing ballots. An easy to navigate Web-based interface is available prior to Election Day for use in your own home.
  • Voting accuracy – VoteFiler provides voting accuracy and recount capability, a much-simplified absentee voting option and preserves voter anonymity.

“VoteFiler is unique in its use of patented, inexpensive, off-the-shelf equipment to support secure, anonymous and auditable paper-based voting,” said Steve Weissman, President, Kinetic Information LLC. “What makes VoteFiler truly interesting is that it takes nothing more to run than network-connectable personal computers, is not at all disruptive and can be phased in at whatever pace is desired, making it a ‘must see’ for anyone involved in the procurement of electronic voting systems.”

MARKET ADVISORY / 29 MARCH 2005 By JOHN PARKER AND STEVE WEISSMAN

Shrinking the IT Footprint: Interface & Infrastructure Alternatives

Businesses and government agencies are continually looking to beef up the role information technology plays in solving their problems and pleasing the people they serve. At the same time, they're desperately striving to slim down the physical and mental space that IT consumes, and where they can, the cost of their systems as well.

Because technology can be expensive to buy and complicated to install, customers in both spaces are beginning to pine for easier solutions to their operational problems but they also know they can't always have it both ways, and the challenge for suppliers is to figure out how make this happen more often than not.

This budding desire for the "shrinking of the IT footprint" is responsible for many of the major advances taking place today across a wide range of technologies: microprocessors, storage architectures, data and content management systems, application development tools, and user interfaces. Generally, all of these are getting smaller and easier to deploy and use, and the underlying technologies are becoming more commodity, and thus less expensive, at the same time.

This is good news for customer organizations of all stripes, for even if they could still afford an ever-expanding glass-house philosophy of IT and they can't neither their partners nor their employees nor their customers have the stamina or patience to keep adding screen conventions, computing devices, and access protocols to their already cumbersome techno toolsets. This is especially true considering we still lack the de facto standards required to allow all these tools work efficiently together.

Here are just three examples announced in the last month of initiatives that are aimed at shrinking the IT footprint and enabling the cause of simplicity:

Edify last month announced a new natural language speech application for consumer electronics industry that improves customer service by eliminating the need for repetitive touchtone-based menus and "significantly driving down operation costs for businesses while increasing customer satisfaction."
EMC earlier this month committed to "Making Storage Simple" by packaging systems, software, and services expertise for small to medium-sized businesses needing to store, backup, archive, and protect their critical application data.
IBM, Toshiba, and Sony last month disclosed details of a "supercomputer on a chip"; code-named Cell, it is said to "deliver vastly improved, real-time response for entertainment and rich media applications, in many cases 10 times the performance of the latest PC processors."

We mention these not for the purposes of endorsement, but rather to illustrate the fact that some of the most important organizations in different areas are working to make technology more accessible. But plenty of other examples exist as well, and can be found quite easily by looking at the approaches being taken to delivering software as a service, developing new licensing models, and unifying user interfaces.

Casting a Vote for Simplicity
Perhaps the most dramatic example of a situation in which a shrunken IT footprint can benefit everyday life is that being targeted by VoteFiler from Comfidex, which is seeking to bring simplicity and accessibility to the electoral process.

VoteFiler is an electronic voting solution built upon patented technology that effectively addresses the technology-related election concerns that so dominated the headlines in the U.S. after the last two Presidential races. To our point here, it is not a specialized voting machine, but rather a simple, familiar system that uses off-the-shelf equipment nothing more than Web-connected personal computers and centralized servers in a secure data center to support secret, secure, and auditable voting.

VoteFiler's foundation on standard technology means it requires neither the alteration nor replacement of existing voting devices or procedures, nor the outlay of significant funds to acquire it. In fact, it can run just fine on pre-existing computers, meaning no additional equipment may need to be purchased at all. Consequently, VoteFiler is not at all disruptive and can be phased in at whatever pace is desired. And perhaps best of all, it can actually shorten the time required for voters to cast their votes, thereby speeding the process itself, easing congestion at busy polling places, and generally improving the experience for all concerned.

Conclusion
What VoteFiler and other small-footprint offerings illustrate is the sea change that is now brewing in the way technology is being conceived and designed. In IT's early days, solutions were designed from the inside out, starting with mechanized numeric processing and then asking, "what can we use this processor to actually do?" Even after software development became the cutting edge of IT, that inside-out view prevailed, leading to the kinds of self-perpetuating application infrastructures we alluded to earlier in this newsletter. With processing power and application access now largely a given, users are demanding and finally getting an outside-in approach that says: "What do we need to actually do, and how can we use the least amount of processing and programming power to get it done?" Thus, a new day is dawning, and "less" may soon be "more." Vendors, be aware!
